Tropical Storm Elsa may have forced Cape Coral to put water shutoffs on hold, but anyone who is more than 60 days overdue paying their bill may find they do not have water service. More than 2,300 customers are more than 60 days overdue, and the city planned to disconnect 75 delinquent customers this week, mostly in lower southeast Cape Coral.
