Cape Coral Affordable Housing Advisory Committee finalized its 2025 Local Housing Incentive Plan recommendations for City Council review. Among the recommendations is a renewed push to allow accessory dwelling units, or ADUs, on oversized properties, a proposal that will go before Council on Nov. 19. The report also calls for continuing expedited permitting for affordable housing, maintaining impact fee deferral programs for single-family and multifamily projects and preserving existing flexibility on parking, lot configuration and roadway width standards. While the committee declined to support density bonuses or infrastructure capacity reservations, it emphasized that ADUs could expand affordable rental options. Council’s decision may be affected by pending state legislation requiring Florida cities to permit ADUs on single-family lots.
