Florida homeowners and drivers paid nearly $3 billion less in insurance premiums in 2025 as litigation declined and the state’s insurance market stabilized, according to an American Property Casualty Insurance Association study. Homeowners premiums fell 7%, or $1.29 billion, while private passenger auto premiums dropped 5%, or $1.7 billion. The study attributes the improvement largely to legal reforms enacted between 2019 and 2023 that restricted assignment-of-benefits lawsuits, attorney fees and other litigation practices. Homeowners rate increases slowed to 0.9% in 2025, while personal auto rates fell about 4%.
