Cape Coral North 3 utility expansion faces potential 12-month delay

An aerial view of undeveloped land and residential neighborhoods in northwest Cape Coral, where the North 3 Utilities Extension Project would bring municipal water, sewer and irrigation services to approximately 5,180 parcels. Cape Coral City Council voted unanimously Nov. 2 to halt the project while staff recalculates costs for residents without certain roadway improvements.

Cape Coral City Council canceled plans to move forward with the North 3 Utilities Extension Project, for now, to recalculate the cost for residents without certain roadway improvements.

Council members voted unanimously at their Nov. 2 meeting to rescind previous resolutions made Sept. 28 to advance the project to a final public adoption hearing.

The plan included connecting North 3-area residents to city water, sewer and irrigation services. While that requires some roadway construction, the plan added features such as a multiuse path, drainage and intersection improvements.

Similar to the city’s other UEP areas, officials planned to bill residents for the improvements through annual assessments on their property tax bills, with the option to pay the entire cost up front.

After a public outcry, council members and staff determined that the added roadway improvements should be left out of the North 3 utility assessments.

The decision halts current North 3 work, leaving it up to City Council and staff to reevaluate the area’s UEP assessments at a later date and potentially find a different funding plan for the road work. Those discussions are expected to begin in mid-November.
