Elevation Naples, a five-story mixed-use development, is planned to be built on the vacant lot across Bayshore Drive from Celebration Park in East Naples.

The developer of Elevation Naples, a five-story mixed-use development planned on Bayshore Drive, intends to elevate that area in terms of height, luxury and amenities.

“Live and park above the rest” is a tagline for Elevation Naples, which plans multiple stories of condos with private, attached two-car garages on every floor and panoramic views above Haldeman Creek. The development plans to raise the bar on Bayshore by integrating luxury living with convenience, wellness and lifestyle-focused amenities. 

The first floor will include a restaurant, retail space and shared amenity areas, while the fifth floor will feature premium features for residents, including a swimming pool, a landscaped pond with a pedestrian bridge, a bar, dining areas, fitness center and an Indonesia-inspired spa with multiple wellness and treatment rooms. 

The development is proposed on the east side of Bayshore Drive on vacant commercial property immediately south of Rebecca’s and The Maddox and directly across Bayshore from Celebration Park. A private marina with a waterside deck is proposed along the property’s frontage on Haldeman Creek. 

The property is owned and being developed by Thomas Burgess, CEO and founder of Burgess Commercial Real Estate, who has met with Collier County planners about his proposed project and is working on permit drawings.

“I’m hopeful we would have permits before this time next year, and then we would start [construction] right after season,” said Burgess, who expects about 18 months for construction and a fall 2028 opening for Elevation Naples.  

The 45 units in his condo-hotel concept would operate similarly to a unit at Bellasera Resort in Naples, Burgess said. “It’s purchased; the owner can use the space, and when he’s not using it put it into the system,” he said.  

“Residences are thoughtfully elevated — beginning 10 feet above FEMA’s 9-foot base flood elevation … delivering peace of mind, security, and expansive views,” according to promotional information provided for the project. “Each home features a private, elevated garage with direct access, creating an effortless daily experience that seamlessly integrates lifestyle, collection and comfort.”  

Elevation Naples will be the first drive-up condo building in the area and will feature concierge-style service, Burgess said. “I’m excited to deliver this product type, as well as the building with a long list of amenities,” he said. 

The first-floor restaurant and possibly the rooftop restaurant will be open to the public. Burgess said he is meeting with a strong, up-and-coming national brand with restaurant concepts that have been successful in other parts of the country.  

“They’re not in Naples yet. They want to be in Naples,” he said. “I think this is a great landing pad for them, based on their business model.”  

Burgess thinks the restaurant and Elevation Naples will fit well into the Bayshore area’s goal of becoming more of a walkable dining and shopping district for the neighborhood and the community. 

“I think it will be a great addition — something a little bit different from the rest of the offerings in Naples,” Burgess said. “We’re talking with just a phenomenal hotel management company that I think is perfectly suited for Naples.”

Burgess and Tim Savage of Gulf Coast International Properties are planning an Elevation Naples pre-construction sales presentation at The Maddox on Feb. 12. The mixed-use development plans a deceleration turn lane and would share the entrance drive for Rebecca’s and The Maddox, co-owned by Bayshore entrepreneur Rebecca Maddox.  

“What I don’t want to do is impact Rebecca during season,” Burgess said, about his future construction project. 

Elevation Naples will provide some valet-managed additional parking on Bayshore. Additional amenities will include an on-site marina with water taxis, two designated ride-share pickup and drop-off areas, owner- and guest-controlled elevators, gated and controlled parking access, a fenced dog park available exclusively to owners and hotel guests, and about 6,500 square feet of ground-level commercial space envisioned for longevity, wellness and health and beauty services. 

Tenders pending  

Q: Did plans for Huey Magoo’s at Bayshore and U.S. 41 fall through? Felt like that was announced quite some time ago and no traction. — Andrew Shaffer, Naples   

A: A few years in the making, the Huey Magoo’s Chicken Tenders chain still plans a location at the site of the former Circle K store and gas station on the southeast corner of U.S. 41 East and Bayshore Drive, but a timeline for opening is not available yet.   

Last September, the Collier County hearing examiner approved the chain’s site plan with deviations involving setbacks and landscape buffering, and the plans are moving forward with county permitting activity still being updated as of late December. The proposed development would include the demolition of the existing commercial building at 2934 Tamiami Trail E. and the proposed construction of a 2,650-square-foot restaurant with a drive-thru on that 1.19-acre lot.  

Promoting itself as the “Filet Mignon of Chicken,” Huey Magoo’s has more than 75 restaurants across 12 states. Its 40 locations in Florida include one in Cape Coral that opened in 2025. Additional locations are planned in Collier and Lee counties.
