Two proposed developments in Estero, a Wawa in Estero Town Commons and Milan Villas on Williams Road, had its first reading presented to Village council on Wednesday.  

Both developments were previously brought to the Village’s planning, zoning and design board, where the board recommended approval to the council. 

The proposed Wawa, located on the south side of Corkscrew Road on the parcel previously occupied by Ruby Tuesday in the Lowe’s-anchored Estero Town Commons center, seeks a zoning amendment. 

The second part of the request, in addition to the gas station, is the request to have another fast food use on a different parcel.  

Kite Realty Group owns the shopping center except for the parcel the proposed Wawa is on, which is now owned by Brightwork Development. Each owner agreed on the condition of allowing both a convenience store and a fast food restaurant, for Kite to not lose its ability to do fast food with Wawa because of the zoning limits. 

This part of the request was troublesome to the planning board, and proved to also be confusing for the council, as council asked for more clarity about the second part of the request at the second hearing.  

Other concerns from council included wanting the applicant to address for clarity the signature tilted canopy, the color palette, traffic flow of the property, landscaping and how gas will be regulated on the site, as to not impose environmental damage. 

Estero developments follow a beauty book, focused on material, Mediterranean style, color palette and landscaping. The look of other Wawa’s in Lee County left the council with a desire for more, or even better.  

“We need lots of landscaping and lots of trees because you’re coming off the interstate, people will be coming in to get gasoline, whatever it may be, but it needs to be beautiful,” Village Mayor Katy Errington said. “I haven’t seen that thus far in Lee County. So, if they can make this stand out and be beautiful, it would be an asset to the community.” 

Milan Villas, a D.R. Horton subdivision comprising 44 single-family attached units, is on a 10-acre property at the northwest corner of Williams Road and Three Oaks Parkway.  

The proposed subdivision had its first reading for a rezoning request from commercial planned development to residential planned development on Wednesday.  

The Village council wants the applicant to address concerns surrounding landscaping and a right-turn lane for the site. 

The applicant would have to get approval and a limited development order from Lee County for a right-turn lane, as Three Oaks is maintained by the county. 

“I think they’ve already contacted the county and are working through that,” said Mary Gibbs, Estero’s community development director. “The county will determine the exact alignment of the access point and whether they need to do the turn lane or not.” 

The Village council approved the motion to pass the first readings and set the second reading and public hearing on Oct. 5 for both items.
